The project, which was designed and master-planned by Sohrab Rustomjee whilst employed at DHP, comprised the construction of a new 1100-bed Teaching Hospital on the site of the present Royal London Hospital on Whitechapel Road, with the teaching element being met by enlargement of the Queen Mary and Westfield Medical College. It would have involved the closure of St Bartholomews, the London Chest, and the Queen Elizabeth Children’s Hospitals.

Despite the achievement of being made Preferred Bidder in the PFI process, the project was later put on hold along with a number of others in the London Review of Teaching Hospitals.
